Prince2 in public sector

Wola Info and CRM are offering EPM (Enterprise Project Management) solution - PRINCE2® methodology utility support, which finds wide application in public administration. PRINCE2® ( Projects In a Controlled Environments) is based on methodology of processes management, which has become a standard in UK and is winning more and more recognition all over the world.. However, in the geographical view, PRINCE2® is most popular in Europe.

KEY FEATURES OF PRINCE2® METHODOLOGY, WHICH ARE IMPORTANT FOR PUBLIC AND SELF-GOVERNMENT ADMINISTRATION

Offers well documented, consistent management approach with very strong references from the British government and local administration, from commercial companies as well as from Polish administration.     The owner of PRINCE2® methodology (remaining methodologies) is the British Crown, represented by OGC (Office of Government Commerce). The methodology development includes experience of British administration on one side and commercial companies, which contribute their best business experience,  on the other side.  Public administration, using PRINCE2®, has access to methodological information - OGC (manuals, case studies, application models, Gateway Review® system audits) inaccessible for commercial companies. Concentrates on aims/results (manufacturing products is related with specific techniques) therefore it can be sued in entire organization for different projects (not only It-based projects).

Moreover, it creates a common communication layer between different vocational groups and is elastic, whereas properly used allows to avoid "bureaucracy costs”. Additionally, methodology remains elastic to tools, procedures and solutions, which already exist in the public and local unit. It an element of the OGC management tools range. PRINCE2® has cohesive linkage with other methodologies directed to the public administration (MSP™ – programs management on the strategic level, MoR® – risk management, seen also in the context of public order, P3O® – creating an office for programs and support, administration and consolidation of information regarding the projects range in the scale of entire institution, ITIL – management of the IT-based infrastructure; PRINCE2® is the suggested ITIL approach to project management), enabling planning the comprehensive approach for effective management of minister/office projects.

It is recognizable and acceptable by the EU – facilitates communication and management of projects, which are carried out and co-financed from the EU funds. The offices using PRINCE2® can use P3M3® (Portfolio, Program, Project Management Maturity Model), which is coherent with its methodology, enabling effectiveness evaluation of implementation and reconstruction of the project environment in the public or local unit.   PRINCE2® methodology is available free of charge, as well as its following versions and updates – offices are not charged for it, license costs etc. Certification system is international, whereas the certificates issued to Polish officials have the international recognition. Methodology and examines are delivered in Polish (it is one of the 7 languages, to which both the PRINCE2® methodology and remaining methodologies were translated).  ATO training companies and ACO consulting companies – most experienced in the same range as CRM SA “Centrum Rozwiązań Menedżerskich SA” – are supervised by OGC, meaning that even working on polish market they have to meet the British standards and provide solutions expected by British customer. Knowledge and abilities of trainers and consultants are regularly verified.

ATO in range of PRINCE2® (has 5 accredited trainers), the only ATO possessing except PRINCE2® accreditation also change management MSP™ and P30® accreditation.  Additionally, it employs, the only in Poland, accredited M_o_R® methodology trainer as well as it is the only ACO in Poland, which employs two accredited Consultants.  Experience resulting from using the PRINCE2® methodology in government administration offices enable drawing the following conclusions:

  • Application of methodology in the staring stage indicates sequence of advantages – also in case of PRINCE2® methodology training management and actions leading to creation of design environment in a administration unit.
  • Personnel trained in methodology should know the goals, which the unit wants to achieve, using PRINCE2® methodology in projects. The key aspect is to realize the fact, that training in range of PRINCE2® is not a knowledge transfer, but also constructing a foundation for particular abilities, which will be verified during project realization. Implementation of methodology must be supported consciously and actively by the high rank management.
  • PRINCE2® methodology training should be complemented with short workshops, which shape the practical competence and abilities e.g. In planning, risk management, budgeting, clients’ management.

Construction the design environment based on PRINCE2® methodology in the office/local organization requires “providing” the people and “organization” in adequate IT-based tools.
